Indoor workouts show moving time instead of elapsed time

For a gym workout, weights, HIIT, etc. Strava shows my moving time rather than my elapsed time.

I understand that if there's GPS data Strava will count that as moving, but if the activity type is 'Other', 'Yoga', 'Weights', etc. shouldn't elapsed time be displayed?

I get that it's different with an indoor ride.
