You can already filter the leaderboard based on age ranges (although that may be a premium feature) if you want to see who the fastest Granny out there is :)

It's historical - ALL previous activities are taken into account.
There does appear to be some odd behaviour at times on some segment history, but 99.9% of segments report all activities.
