Retire segment and lock leaderboard
I'd propose adding an option to retire a segment if there's a significant change that affects that particular segment. For example, if a road used to be dirt and is now being paved, the road or trail has been re-routed but still matches to an older segment, a hill or hump has been removed or added, a new stop sign/light/intersection has been added, etc.
These types of changes can result in a significant difference in the time needed to complete the segment, making the new result not comparable to older results. What might have been a lot of work to achieve a top spot on the leaderboard might now be much easier or impossible to achieve due to condition changes.
Currently you can only flag a segment as hazardous which automatically deletes/removes the leaderboard by default and each user has to opt-in back in. After doing so you could still end up with non-comparable results due to the change in the segment. My suggestion is to offer an option for the segment owner to retire a segment as well as offer the community an option to flag a segment as "Suggest Retirement". On the request page offer different reasons and description box where a reason must be entered.
Once retired, the leaderboard for that particular segment would be locked and not change while still showing up under a user's achievement's page if they had a KOM/QOM. To prevent a user from going out and landing a KOM/QOM and then immediately retiring a segment, require a one or two week notification period that the segment will be retired.
The segment could then be marked with a small yellow triangle with exclamation mark icon that if clicked takes you to the segment page and lists the proposed date of retirement and reasons. A user could then submit a request to have this reconsidered or offer an automated tool to request reconsideration. If a certain percentage of the users that have attempted or done the segment disagree and click the link/form/button the retirement will be discarded.

- Grace period before segment is retired to prevent immediate KOM/QOM and locking of leaderboard.
- Provide option to appeal (automated or through support request) during grace period.
